This hot fix address a speed issue with product files in which products with many rules and actions can take a very long time to open.
When SWCS 4.2 opens product files created Product Designer 4 it converts them to XML files if they have not already been converted. If the product contains lots of rules and actions this conversion process can take a very long time, sometimes 30 to 40 min. This delay was caused by a validation process during the conversion that applied to rules and actions, causing it to validate each rule/action each time a rule/action was converted.
